Canada offers provincial immigration pathways for experienced entrepreneurs, business owners, farmers and international companies that can establish viable businesses and create economic benefits.

Most provincial entrepreneur programs follow this process:

  1. Submit an Expression of Interest or business proposal
  2. Receive an invitation and provincial approval
  3. Obtain a temporary work permit
  4. Establish and actively operate the business
  5. Fulfil a performance agreement
  6. Receive provincial nomination
  7. Apply separately for permanent residence

The Rural Entrepreneur Stream requires a participating rural community, exploratory visit and community Support Letter. A new business must normally create at least one eligible Canadian job; a complete business succession does not carry the same mandatory job-creation requirement.

Entrepreneur applicants must reside in Manitoba and actively manage the approved business. New businesses normally require employment creation under the performance agreement.

New Brunswick Business Immigration Stream

The principal criteria include:

  1. Age 19 to 59
  2. Minimum high-school education
  3. CLB 4
  4. Minimum CAD 500,000 verifiable net worth
  5. Minimum CAD 150,000 eligible business investment
  6. At least 2 years of qualifying ownership or senior-management experience during the previous 5 years
  7. Minimum 65 selection points
  8. Creation of at least 1 eligible full-time job
  9. Active operation of the business for at least 6 consecutive months before nomination

An exploratory visit may strengthen the application but does not replace the eligibility requirements.

Nova Scotia

International Entrepreneur applicants must generally have at least 2 years of owner-management experience during the previous 5 years or at least 5 years of senior-management experience during the previous 10 years. An exploratory visit is mandatory for applicants residing outside the province.

Prince Edward Island

PEI Work Permit Stream

The principal criteria include:

  1. Age 21 to 59
  2. Minimum high-school education
  3. CAD 600,000 verifiable net worth
  4. Minimum CAD 150,000 eligible investment
  5. Business ownership or senior-management experience
  6. Minimum CLB 4
  7. Intention to live in PEI
  8. Active daily management of the business
  9. Interview and signed performance agreement

Applicants normally receive a work-permit support letter, establish the business in PEI and seek nomination after satisfying their performance conditions.

Yukon

Yukon Business Nominee Program

The principal criteria include:

  1. Minimum 65 assessment points
  2. High-school education
  3. At least 3 years of entrepreneurial or business-management experience
  4. At least 5 years of experience relevant to the proposed business
  5. CAD 500,000 net worth
  6. CAD 300,000 in liquid assets
  7. Minimum CAD 300,000 investment during the first 2 years
  8. Active ownership and management
  9. Proposed role normally at TEER 0 or 1 level

The business must operate in an eligible Yukon sector and cannot be based on passive investment.

Northwest Territories

Quebec Entrepreneur Programs

Quebec operates its own business-immigration selection system and is not part of the Provincial Nominee Program.

Programs Currently Paused or Closed

Federal Start-Up Visa

The federal Start-Up Visa Program stopped accepting ordinary new applications on 30 June 2026. IRCC continues processing applications already accepted and limited applications supported by qualifying 2025 commitment certificates submitted by the deadline.


Federal Self-Employed Persons Program

The federal Self-Employed Persons Program remains paused and is not accepting new applications.


Saskatchewan Entrepreneur Programs

Saskatchewan permanently closed all Entrepreneur and Farm immigration pathways on 27 March 2025. No new EOIs, invitations or applications are accepted.

Ontario

Ontario does not currently list an active entrepreneur immigration intake among its available OINP pathways. Applicants should not rely on outdated Ontario Entrepreneur Stream information found on third-party websites.

Meeting the minimum requirements does not guarantee an invitation. Entrepreneur EOIs are competitive, provincial allocations are limited and selection priorities can change.
Application Process

Canada Entrepreneur Application Process

1. Profile and Net-Worth Assessment

Review age, education, language, business experience, net worth and source of funds.

2. Select the Province

Compare investment, location, job creation, exploratory visit and family objectives.

3. Prepare the Business Proposal

The plan should demonstrate:

  1. Canadian market demand
  2. Applicant’s relevant experience
  3. Investment and funding
  4. Ownership
  5. Operations
  6. Job creation
  7. Financial forecasts
  8. Economic benefit

4. Submit the EOI or Application

Where selected, the applicant signs a performance agreement and receives support to apply for a temporary work permit.

5. Establish and Operate the Business

The applicant must actively manage the enterprise, invest the agreed funds and satisfy employment and residence commitments.

6. Obtain Nomination and Apply for PR

After the province confirms compliance, it may issue a nomination. IRCC then independently assesses the permanent-residence application.

C11 Entrepreneur Work Permit

The C11 LMIA-exempt Work Permit is a separate temporary option for entrepreneurs whose proposed work is expected to create significant economic, social or cultural benefits for Canada.

C11 is not a provincial entrepreneur program and does not automatically lead to permanent residence. A separate PR strategy must be identified before making a business investment.

Normally no. Most entrepreneur streams require the applicant to obtain a work permit, establish the business and satisfy a performance agreement before nomination.

Most mainstream entrepreneur streams require at least one eligible Canadian or permanent-resident job. Exceptions or different conditions may apply to business succession, farm and graduate programs.

Most programs require an approved English or French test. The minimum commonly ranges from CLB 4 to CLB 7.

Canadian Immigration Services Disclosure
