Property, deposits, bonds, fund shares and private pension investments are generally subject to a minimum three-year holding period.

USD 400,000 Property Investment Route

The most widely used option requires the purchase of qualifying Turkish real estate worth at least USD 400,000 or its equivalent in accepted foreign currency.

 

The property must:

  1. Meet the required official transaction value
  2. Be supported by compliant payment records
  3. Receive the required investment-value confirmation
  4. Carry a title-deed restriction preventing sale for three years
  5. Satisfy nationality, location and land-registry rules

The investor may use one or more qualifying properties where the combined eligible value meets the threshold and the transactions comply with the citizenship rules.

Important Property Restrictions

Current rules require careful legal verification before payment.

For citizenship applications:

  1. Shared-property interests acquired after 1 February 2023 are generally not accepted
  2. Undeveloped land and agricultural property acquired after 12 December 2023 do not qualify
  3. The property should generally have a completed building, condominium ownership or qualifying construction servitude
  4. The purchase price and payment evidence must independently meet the required threshold
  5. A foreign-currency purchase certificate and compliant banking trail are required

Important:

Purchasing an overpriced or legally unsuitable property can place both the investment and citizenship application at risk. Independent title, valuation, developer and transaction due diligence should be completed before purchase.

Main Eligibility Criteria

The principal applicant must generally:

  1. Be an adult foreign national
  2. Complete an approved qualifying investment
  3. Demonstrate lawful and traceable investment funds
  4. Obtain the relevant certificate of conformity
  5. Hold the required investor residence permission during processing
  6. Provide valid identity and civil-status documents
  7. Pass national-security, public-order and background checks
  8. Maintain the investment for the applicable period
  9. Submit complete and accurate information

Meeting the financial threshold does not create an automatic entitlement to citizenship. Final acquisition is subject to a decision by the competent Turkish authorities.

Family Members

A qualifying application may generally include:

  1. The principal investor
  2. The investor’s spouse
  3. Minor children
  4. Eligible dependent children of the investor or spouse

Family relationships must be supported by properly legalised and translated marriage, birth, custody or dependency documents. Adult independent children normally require a separate immigration or citizenship strategy.

2. Complete Legal and Financial Due Diligence

Verify the investment, ownership, banking route, source of funds and applicable holding conditions.

3. Make the Qualifying Investment

Complete the transaction through compliant Turkish banking and government procedures.

4. Obtain the Certificate of Conformity

The responsible ministry or regulator verifies that the investment meets the citizenship threshold.

5. Obtain Investor Residence Permission

Qualifying investors and eligible family members may receive short-term residence permits for up to five years while pursuing exceptional citizenship.

6. Submit the Citizenship Application

Submit identity, family, investment, residence and security documents to the competent citizenship authority.

7. Receive the Citizenship Decision

If approved, the applicant completes Turkish civil-registration and passport procedures.

Employment-Creation Route

An investor may qualify by employing at least 50 Turkish citizens.

Current official guidance requires the employment to have existed continuously for at least six months before the conformity application and generally to be maintained for at least two years after filing. The investor’s ownership or partnership interest must also be considered sufficient.
