Build an Innovative and Scalable Business in the United Kingdom
The UK Innovator Founder Visa allows eligible entrepreneurs to establish and actively manage an innovative business in the United Kingdom.
It may suit:
- Startup founders
- Technology entrepreneurs
- Product innovators
- Experienced business owners
- Founders introducing a new business model
- Entrepreneurs with scalable UK and international growth plans
The route does not require employer sponsorship or a fixed minimum investment. However, the business must receive endorsement from a Home Office-approved endorsing body.
Main Eligibility Criteria
Applicants must generally:
- Be at least 18 years old
- Have generated or significantly contributed to the business idea
- Play a key role in its daily management and development
- Receive endorsement from an approved body
- Meet English at CEFR Level B2
- Hold at least £1,270 for personal maintenance, where required
- Demonstrate sufficient and lawfully sourced business funding
- Meet UK immigration, security and tuberculosis-screening requirements
The £1,270 maintenance amount must normally be held for at least 28 consecutive days. It is separate from business investment funds.
The Business Must Be Innovative, Viable and Scalable
Innovative
The idea should be original and offer a genuine competitive advantage. A standard restaurant, general trading company, ordinary consultancy or copied online business may struggle unless it contains a credible innovation.
Viable
The founder must have the skills, experience, resources and market knowledge needed to deliver the plan.
Scalable
The business should demonstrate potential for:
- Job creation
- National growth
- International expansion
- Wider market demand
- Structured operational development
Applicants cannot normally obtain a new-business endorsement simply to join a company that is already trading.
Is a Minimum Investment Required?
There is no fixed £50,000 investment requirement for the initial Innovator Founder Visa.
However, applicants establishing a new business must demonstrate that they have enough funding to implement the plan and must explain the lawful source of that funding.
The amount required depends on:
- Product-development costs
- Technology
- Staffing
- Premises
- Marketing
- Licensing
- Working capital
- Growth strategy
A low-capital digital business may require less funding than a manufacturing, healthcare or technology venture.
Endorsement Requirement
Before applying for the visa, the founder must obtain an endorsement letter from an approved endorsing body.
The endorsing body assesses:
- Founder suitability
- Originality of the idea
- Market need
- Commercial viability
- Scalability
- Available funding
- Source of funds
- Applicant’s role in the business
The endorsement letter must generally be issued no more than three months before the visa application. The founder must also attend at least two progress meetings during the three-year visa period.
Application Process
1 Founder and Business Assessment
Review the applicant’s experience, idea, market, investment capacity and innovation.
2 Prepare the Business Plan
The plan should cover:
- Business problem and solution
- Competitive advantage
- UK market research
- Revenue model
- Marketing strategy
- Founder’s experience
- Funding
- Financial forecasts
- Job creation
- National and international growth
3 Apply for Endorsement
Submit the business plan, founder profile, financial evidence and supporting documents to an approved endorsing body.
4 Apply for the Visa
After endorsement, submit the online visa application, identity documents, English evidence, maintenance funds and other required records.
5 Establish and Develop the Business
Successful founders must remain actively involved and attend the required endorsing-body progress meetings, normally around months 12 and 24.
Visa Duration and Official Fees
| Requirement | Current Amount |
|---|---|
| Visa application outside the UK | £1,357 per person |
| Extension or switching inside the UK | £1,693 per person |
| Endorsement assessment | £1,000 |
| Mandatory contact-point meeting | £500 per meeting |
| Adult healthcare surcharge | Usually £1,035 per year |
| Healthcare surcharge under age 18 | £776 per year |
At least two paid contact-point meetings are required during the visa period. Government and endorsement fees are separate from business-plan, professional and company-establishment costs.
Visa Validity and Work Rights
The Innovator Founder Visa is granted for up to three years and may be extended for further three-year periods without a fixed limit, provided a new endorsement and all other requirements are met.
The founder may:
- Establish one or more businesses
- Work as a director or business partner
- Actively manage the endorsed venture
- Study, subject to applicable conditions
- Work outside the business in a role requiring at least RQF Level 3 skills
The route does not permit access to most public funds or work as a professional sportsperson.
Can Your Family Accompany You?
Eligible family members may include:
- A spouse or qualifying partner
- Dependent children
Additional maintenance funds are generally:
- £285 for a partner
- £315 for the first child
- £200 for each additional child
Dependants may generally work, study and travel, but cannot access most public funds. Employment as a professional sportsperson or sports coach is restricted.
Settlement After Three Years
The principal founder may become eligible for indefinite leave to remain after three years, but settlement is not automatic.
The business must be active, trading, sustainable and endorsed for settlement. The founder must normally meet at least two qualifying business achievements, such as:
- £50,000 invested and actively spent
- Significant customer growth
- Research and development plus UK intellectual-property protection
- Annual revenue of at least £1 million
- Annual revenue of £500,000, including £100,000 from exports
- Creation of 10 qualifying full-time jobs
- Creation of five qualifying full-time jobs paying an average of at least £25,000
The founder must also meet continuous-residence and Life in the UK requirements.
A dependent partner normally requires five qualifying years before becoming eligible for settlement.
